Well, to a physicist, a shadow is defined "An area that is not or is only partially irradiated or illuminated because of the interception of that radiation by an opaque object between the area and the source of radiation".
In this context, the cloud in the background creates an area of non-illumination in the foreground, not another cloud.
Disambiguation of the word though can lead to other relevant contextualisation. For example "he was a shadow of his former self" which does not involve interception of radiation, merely reference to the fact the person is less than they once were. So you could extrapolate the concept to this photograph, but the link from that to the song is tenuous at best.
